In Germany it is possible to get new papers for the car, since all data is stored in Flensburg.
If the car however was already officially exported from Germany, this might not be so easy. But the procedure here is only for new GERMAN papers.
I think you want papers for the country you live in, so you should check with the authorities. There is definitely a procedure to get new papers in your country also.
